Scope of Action

The target group for FIMABIS’s work are the organisations and entities of the Andalusian Public Healthcare System in the province of Málaga and the professionals who carry out their healthcare and/or research work therein. 

FIMABIS provides its portfolio of R&D&I management and support services through the centres shown below: 

 The Network of Research Management Foundations of the Andalusian Public Healthcare System (RFGI-SSPA, for its initials in Spanish), coordinated from the Andalusian Public Foundation for Progress and Health (which works throughout the autonomous community), has made it possible to have a shared space for services with the main objective of providing support to SSPA professionals for conducting their research activity, proactively fostering R&D&I of excellence in health in the autonomous community of Andalusia and guaranteeing equality and equity in access to a wide variety of services for professionals. 

The RFGI-SSPA comprises seven foundations: FCÁDIZ (Cádiz), FIBICO (Córdoba), FABIS (Huelva), FIMABIS (Málaga), FISEVI (Seville), FIBAO (interprovincial, covering Granada, Jaén and Almería) and the Andalusian Public Foundation for Progress and Health (FPS, for its initials in Spanish), which serves as the coordinating entity of the network. 

Portfolio of Services

1. Advisory service for fundraising and establishing collaborations

The main objective of the fundraising advisory service is to increase the fundraising of autonomous community, national and international funds from the public and private sector by Andalusian Public Healthcare System professionals.  

The fundraising advisory service includes the following activities:  

  • Search, selection and summary of information on funding opportunities for R&D&I in health  
  • Dissemination of specific funding opportunities for R&D&I in health for individuals and groups  
  • Dissemination of searches for partners  
  • Dissemination of opportunities for collaboration with companies (technological demands)  
  • Development and maintenance of planning and information consultation tools  
  • Proactive facilitation and promotion of the participation of SSPA professionals in funding calls  
  • Creation of individualised plans for obtaining funding for conducting lines of research for a period of at least 2–3 years These plans are of particular interest for professionals who have participated in a call and did not received funding, but whose project evaluation report deemed that the project has scientific merit  
  • Answer individual queries  
  • Conduct of informational activities aimed at SSPA professionals and the SSPA Network of Research Management Foundations

2. Fund management service for R&I activities

This service is essential for researchers who, due to their professional profile, do not necessarily need to know the ins and outs of the management tasks surrounding grants. These types of tasks are an inevitable part of grants, which is why there is a need for an intermediary figure (project manager) between the researcher and the funding body.  

This service, considered to be the origin of the management foundations, frees up the researcher from time-consuming management activities, allowing them to dedicate their time to research or clinical work, in the case of clinicians. 

The grant management service includes the following:

  • Analysis of regulatory conditions, calls and/or work programs 
  • Personalised advising for submitting applications (assistance in the design, drafting and creation of the project budget)  
  • Support in processing authorisations (ethical and others)  
  • Advance payment for funded research (according to cash flow availability)  
  • Financial management of grants (procurement/selection, human resources recruitment and training for research)  
  • Monitoring and accounting  
  • Final evaluation  

    3. International project advisory service

    The international project advisory service is aimed at improving access to and obtaining funds from European and international programs that fund R&D&I. It thus quantitatively and qualitatively increases the presence and participation of the Andalusian Public Healthcare System in international and European programs that fund R&D&I and effectively manages international and European funds. 

    This service includes the following activities:  

    • Mass online dissemination of information via the internet and an email newsletter (in coordination with the fundraising service)  
    • Personalised online dissemination after searches have been performed for partners and calls  
    • On-site dissemination  
    • Events organised by third parties  
    • Informational sessions on calls  
    • Training for R&D&I groups  
    • Specific training for project and finance managers  
    • Advising for the change from regional and national funding to European funding through meetings with R&D&I groups  
    • Advising on the design, drafting and processing of proposals  
    • Support in the negotiation phase  
    • Advising during the conduct of the project  

      4. Clinical trials management service

      The clinical trials management service responds to the need for administrative, technical and financial advising for both researchers and sponsors on the management and conduct of clinical trials on medicines for human use as well as observational studies which are conducted in the different centres of the Andalusian Public Healthcare Service (SSPA).  

      • This service includes the following activities:  
      • Attracting sponsors interested in conducting a CT or OS  
      • Personalised advising for the sponsor on the search for PIs and collaborators for conducting a CT or OS  
      • Advising on performing independent clinical research  
      • CT/OS administrative management  

      In addition to the Management Foundations on R&D&I in health, there are other regional support services for the conduct of clinical trials managed by the FPS, such as the Andalusian Network for the Design and Translation of Advanced Therapies(RAdytTA, for its initials in Spanish)).  

      The (RAdytTA, for its initials in Spanish) was created by a resolution dated 9 April 2019 of the General Secretariat for Research, Development and Innovation of the Regional Ministry of Health and Consumer Affairs. The resolution stated that “over the years that the IATA (Andalusian Initiative for Advanced Therapies), strategy and action plan has been in force, the need to expand the scope and content of the Andalusian Initiative for Advanced Therapies has become evident” and that “it is believed that the best option to further advance the design and translation of these therapies is through the creation of a network”

      5. Methodological and statistical support service

      The methodological and statistical support service responds to the need to ensure the scientific rigor and quality of research projects. It includes the following:  

      • Offer methodological support and statistical analysis to researchers on the submission and correction of proposals as well as throughout the conduct of the research project  
      • Review of the protocol, objectives and hypotheses of the projects submitted in order to minimise rejection by funding entities  
      • Provide greater quality in the design, execution and communication of results

      6. Advisory and management service for the protection, transfer and dissemination of results

      The advisory and management service for the protection, transfer and dissemination of results takes on a proactive support and management role in the protection and transfer of research results and incidental innovations as well as in establishing business alliances and collaborations. 

      This service includes the following activities:  

      • Protection of results and advisory services
      • The commercial evaluation of research results produced within the SSPA in order to assess their potential for transfer and, where appropriate, the filing of applications for registries and appropriate registrations to ensure the protection of said results through industrial and/or intellectual property rights 
      • The protection of research resultsand advising, drafting and processing of applications for industrial and intellectual property registrations such as, for example, through patent applications  
      • The payment of fees or other amounts to the offices that process registration applications for the purpose of keeping the files current 
      • The search for, negotiation and execution of contracts with third parties for establishing collaboration agreements in projects that allow for the effective transfer of research results or results protected by industrial and intellectual property rights as well as monitoring compliance with these contracts  
      • The search for, negotiation and execution of contracts with third parties for granting licenses and sublicenses for technology transfer for the commercial use of research results or of industrial and intellectual property rights as well as monitoring compliance with these contracts 
      • Search for and advising to identify the funding opportunities that best suit the needs of the SSPA professionals  
      • Free, personalised legal advice for the proper execution of collaborative projects and protection for the interests of groups and the SSPA. The legal department participates in the drafting of confidential disclosure agreements (CDA), collaboration agreements, service provision agreements and material transfer agreements. It also provides support in negotiation processes.  
      • The advising and support in the creation of spin-offs arising from research results protected by the corresponding industrial and intellectual property rights  
      • The identification of technological demands from industry and the negotiation and establishment of collaboration agreements that facilitate the development of new lines of R&D&I within the SSPA in collaboration with companies  
      • Transfer protection services

                          7. Public communications and events coordination

                          The public communications and events coordination service aims to disseminate the scientific activity carried out within the SSPA. It publicises the support services for R&D&I in health, increasing the presence and visibility of the RFGI-SSPA in a coordinated manner at national, autonomous community and local institutional events aimed at promoting research and professionalizing management. 

                          This service includes the following activities:

                            

                          • Publicise the portfolio of management and support services for R&D&I in health  
                          • Promote the dissemination of scientific practice within the SSPA  
                          • Increase the presence and visibility of the RFGI-SSPA in international, national, autonomous community and local institutional events, taking advantage of the economies of scale and the organisational effort made in the events, reaching a larger number of researchers by ensuring interprovincial participation
                          • Coordination and discussion of all national, autonomous community and local events that aim to promote research through the newsletter for RFGI professionals  
                          • Coordination and discussion of educational activities on R&D&I management at the national, autonomous community and local levels that may be of interest to professionals of the managing foundations through the newsletter for RFGI professionals 

                            8. Management of health research centres and institutes linked to the Andalusian Public Healthcare System

                            • Support for sponsor institutions on the design and execution of legal instruments for collaboration 
                            • Support for the scientific leadership and management of these centres and institutes in the management and maintenance of common general and specialised research facilities  
                            • Economic-financial and administrative management of the centre’s annual budget  
                            • Management of grants for the centre’s common activities 
                            • Management of the centre’s researcher projects  
                            • Accreditation and quality certification processes
